Every Child Matters: The Every Child Matters green paper was published by the government for consultation in September 2003 and the new Children Act followed in 2004. The act provides the legal framework for the programme of reform which has already begun to be implemented in Staffordshire.
Bringing together social care, health and education will put an end to debate about which agency is responsible for care and education and allow services to be built around the needs of individual children without the constraints which arise when responsibilities and authority to take action rests with different agencies.
Young people have identified five outcomes that are key to well-being in childhood and later life, these are:
- being healthy,
- staying safe,
- enjoying and achieving,
- making a positive contribution,
- achieving economic well-being.
