Staffordshire is at the centre of the geographical and industrial heartland of Britain; at the heart of Staffordshire is its County Council.

Staffordshire County Council is the biggest employer in Staffordshire, for which more than 20,000 people work in a spectrum of jobs that includes teachers, administrative workers, road engineers, scientists, crossing patrol wardens, social workers, librarians and many, many more. Staffordshire's population numbers 800,000 people and the County Council provides vital services to every community, 24 hours a day, seven days a week.

Staffordshire County Council is responsible for the administration of over 400 schools and employs nearly 7,000 teachers and 13,000 other staff. The County Council, mainly through the Children & Lifelong Learning directorate, works with schools and other partners to provide a high quality children's service and equality of opportunity to the County's pupils, students, young people and adult learners.

The County Council has adopted the cabinet model for local government, including having an elected cabinet member for Children & Lifelong Learning. At Member level the Education Scrutiny Committee monitors this leadership. The Director of Children & Lifelong Learning supports the directorate cabinet member. Both of which are based in the county town of Stafford.

The administration of the Service is based on an established tradition of delegating responsibility to schools so that Headteachers and Governors can decide how and where to spend their resources. We have been commended for a lean administration and high level of delegation.

The organisation and structure of the Department reflects this culture with services delivered through eleven business units. The work of each business unit is overseen by a management board, which operates like a school governing body.
