Recruitment to school posts is undertaken by the school governors within the County Council's recruitment policy guidelines. These are intended to ensure that all decisions are geared towards recruiting the most suitable applicant and ensuring equality of opportunity.
In this context:

"All persons selected for appointment in maintained schools should satisfy basic employment checks on identity, academic qualifications, professional and character references and previous employment history. In addition it is important that all those whose work will bring them into contact with children can satisfy Criminal Records Bureau (CRB) background checks and meet appropriate medical fitness requirements. Checks will also be made to ensure registration with the General Teaching Council (GTC), qualified teacher status and induction status.

Conditions of Employment
All staff at community and voluntary controlled schools are employed by the County Council. Staffordshire is committed to the local management of schools, this means that school governing bodies take most "employer" decisions (eg recruitment, promotion, training and dismissals) but with guidance and advice from County Council officers.
Staff at foundation and voluntary aided schools are employed by the school governing bodies. In practice most governing bodies follow County guidelines although Roman Catholic schools often adopt procedures designed by the Diocesan Education Commission.
All teachers in the Authority are contracted under the School Teachers' Pay and Conditions Document. School support staff and central County Council workers are employed under conditions of service agreed nationally for local government staff.
